I think it is both the other answers combine. It is set up by the sweeps, so that the can maximes the money the get from the ads, and so the spoil actors, can have time to do their movie, or ads and make their millions. In a time when the average shows, average actor makes 500K per show, you would think that they would want more shows per year, but they don't.

I'm thinking that they realize summer is the busiest travel/vacation season. That combined with the nice weather getting more people outside and less inside watching TV. So they show repeats cause they know the audience will be alot lower, ratings would be low, therefore affecting the bottom line.

They need to set up advertisers for a show to get the money together to produce those shows. A lot of when and where a show is placed in the schedule has to do with how much the advertiser is willing to pay to advertise on that network.
