If I am understanding what you are asking then yes.
This is a long standing tradition for lawmakers to adopt laws from one location to another. In fact where I am now different municipalities are watching one that has passed anti-smoking laws to see if it is something that they should be doing.
How better to "try out" a law or other legislation before adopting it.

Why re-invent a wheel when some other jurisdictions did?
That said, I would still study what was the problem that jurisdiction is trying to solve with their law, how effective was that law in solving that problem. Before adopting, examine if we have the same problem, and where can we learn from that jurisdiction in their implementation of their law. It is entirely appropriate when a full adoption or some adaptation would solve the problem.

The core of United States law comes from
"Common Law" which came to us from
the British.
Lots of people have copied entire sections
of U.S. code to their own countries.
