Photoshop (http://www.adobe.com/photoshop ) is the choice for graphics professionals.
If paying several hundred dollars for a real graphics editing program is not what you had in mind, you can always go with the free, open-source attempt to duplicate it: http://www.gimp.org/
GIMP is not as sophisticated or as easy to use as Photoshop (you get what you pay for... or don't pay for) but considering that it is free, it is really good.
If you're looking for an improvement over Paint but nothing too sophisticated, then Paint.NET might be for you (http://www.getpaint.net/ )

microsoft has not released any updates for paint, but there are plenty of paint-like programs out there. GIMP is a great free one, as mentioned above. but if you want more in-depth, you can go with Photoshop or , my favorite, (adobe) Macromedia Fireworks.

You shal never upgrade msPaint, though some have used it quite well: http://youtube.com/watch?v=sMmpeRNdE8k (dubbed the ms paint god). However this isnt you. Gimp works very well, and its 100% free. http://www.gimp.org/windows/ Go there and be happy. Download free and try a watered down photoshop.
