If he's all those things, then you should be married by now. What is taking you so long to get married? Are you unable to set a date? Seems like that maybe the case, and that would indicate that one or both of you isn't really ready to commit. Move on if this is the case.
If not the case, get married already. You can plan a nice wedding in less then 6 months.

Sounds like to me that he's a little bit afraid of the word, "committment." You see, as long as he's not married to you, he can walk out of this relationship whenever. You say he's your best friend and partner. If this is so, haven't you discussed the wedding? Perhaps he feels it is YOUR job to bring it up. In any case, this subject should not be uncomfortable for you two when you're so close. Make him a romantic dinner and then ask about when you two would both like to get everything sealed.
