The cell phone company said that according to their records at least one of our phones is not capable of Enhanced 911 service.

Is this part true? The flier they put in our bill said:

"Having a GPS chip in your phone does not enable 911 call centers, governement agencies or private entities to track your location at any time. The GPS technology is only activated when you dial 911 and create a wireless connection with an emergency call center."

Is that true? I have read online and on Yahoo Answers that a phone can be tracked even when not using it as long as the battery is still in the phone.

Anyone know? Thanks!

I am asking if it is true a cell phone call can't be traced by the government or anyone else when a phone has GPS? I am not asking if my it is true that one of my phones is not GPS capable. Thank you.

Since after September11th 2001, the government mandated that all phone being activated on an account must have the E911 capability. All of these phones will have a setting on them for location services. You can change it from E911 Only to Location on. This last setting is only used when you use any of the carriers location based services. In E911 only mode, it means what it says. You can only be tracked BY THE LOCATION BASED system while dialing 911. This does not mean that they cannot find a the last tower that the phone contacted if the phone is on. That has always been able to take place. This will only be done by a cell phone company by a subpoena from the government and is not a standard practice at all.
