There are many different Affirmative action plans based on the goals of a company. Most companies that are required to comply with Affirmative Action and EEOC laws develop a specific plan for their hiring, etc. Some implement quotoas while others do not.

Affirmative action requires employers to consider criteria such as race, gender, national origin, sexual orientation, ethnicity, disability, etc when hiring people, in order to fill quotas or to alter the mix of employees.

Hire people based on skills, personality and etc, not based on skin color, which includes not being held to a quota if you are the employer if no one can be found within a pigment caste. The EEOC requires employers to hire people based on skills, regardless of religion, ethnicity or creed.
Also, private employers are not forced to hire according to the EEOC, but they may not purposely discriminate against people based on such trivialities. Private employers can engage in nepotism if they wish. It's their privately owned business. Governmental departments may not and ARE forced to hire a certain quota of each pigment/ethnicity. They also must be careful of people working in the same facility or department who are related or married.
