How to create a setup file ?

I want to create a setup file which will extract one xml file. The problem is that I want to take username and password through the setup wizard and replace them in the xml file.

is it a windows setup.exe file or a web thing?

You need a program to edit the xml... perhaps creating it on the fly with the before user and password part , the user and password part , and the after the password part.
