I'm afraid once a fish is that far gone it's too late to do anything at all. You should remove it from the tank and humanly euthanize it.

The fish should be separated from the tank. I use measuring jugs for isolation tanks and the work quite well. Just keep an eye on the water quality, because jugs get very dirty, very fast. Change around 30% of the water twice a day, if this isn’t enough increase the frequency of water changes not the percentage of water.
And always cover the jug (leave a space for airflow though) because it’s amazing just how far a fish you thought was on death’s door can jump.
Check your fish for symptoms, and get a water sample and then head to your local pet shop. They’ll check your water, and will probably be able to give you some medication.
If you medicate your fish in a small container be VERY careful about the dosage. Most medication’s directions are intended for tanks 10 litres and over, so dosing smaller containers can be tricky.
If you fish is still eating, try feeding it a cooked and skined (and cooled) pea. I've nursed a fish through acute dropsy using this method with great success.

There is really no way you can save a fish from dieing because if the fish was ot of the water for more than a couple of seconds and then is placed back in the water it is already going to be die it is not going to come back

maybe it sick needed some care by taking to the veterinarian clinic have the doctor go head check see what wrong with the fish wither in case its already dead or even is flowing top of the water .

I've had experience with a parrot fish. I took it to the vet, but he couldn't do a thing. Say goodbye to the fishey. And please take it out immediately before other fish also start dieing.
