A Test Engineer is actually involved in the creation of test cases appropriate to the software - that is, actually understands the software and assists the development team in actually going through debugging information and code. A QA tester just executes test cases and reports their failure or success.

test engineer is supposed to test the system and report the bugs
QA is responsible to ensure team members are following processes, tracking quality of product, imposing measures to improve quality of the product
