It is clear and she as never had sex and it is not a yeast infection because there is no smell

what color? that's normal unless it's green or yellowish or it smells bad. Go to the Dr. 13 is way to young for sex or std's!

Having some amount of vaginal discharge is normal, especially if you are of childbearing age. Glands in the cervix produce a clear mucus. These secretions may turn white or yellow when exposed to the air. These are normal variations.
The amount of mucus produced by the cervical glands varies throughout the menstrual cycle. This is normal and depends on the amount of estrogen circulating in your body.
Vaginal discharge that suddenly differs in color, odor, or consistency, or significantly increases or decreases in amount, may indicate an underlying problem like an infection. If abnormal vaginal discharge is due to a sexually transmitted disease (STD), your sexual partner(s) will likely require treatment as well.

Everything is normal- except the discharge. She needs to see a doc about that- It can be anything from symptoms of an STD/VD (I'm sorry, but these days 13yr olds ARE having sex) to signs of sexual abuse, or thrush... GET HER TO THE DOCTOR....I can't stress that enough!!

Ok, the little sister is 13? Yes, all of the above is normal for a girl that age. She should already have started or should be about to start her period. All the rest just goes along with it. Welcome to womanhood.

Its part of turning into a women and her mood swings will get worse once she starts her period just have to have patients with her.

Could it be an STD
has she been checked for diabetes
has she been checked for yeast infection

Well she is gowing through puberty! perfectly normal . She will probably start her period soon.
