The quick answer is that all people are in jail for the same reason: the were convicted of breaking the law. Did you think black men as a rule break certain laws in greater numbers than other races? Maybe thats true, maybe not. You will need the statistics to find out. Simple to do. Or did you really mean to ask: Is there a greater proportion of black men in jail compared to black men in the general population? I believe this is true. Why? Tough question. The reason is somewhere between just plain bad luck all the way to racism on the part of the system.

According to 1990 Census the population of the United States is 248,709,873 .The racial composition of the U.S. is 83.92 percent White, 12.26 percent Black. However, blacks make 31.98% of all incarcerated inmates...whites make up 58.55 percent of inmates. This is obviously disproportionate.

There are TONS of speculation on why this obvious variance occurs...prejudice of jurors? Ability of rich whites to afford better lawyers? Blacks are treated worse by arresting agencies?

Let me provide you a little more info. I have already given you the population information and the composition...In America, racial minority represent 11.4 percent of the total U.S. population. The FBI's Uniform Crime Report (UCR, 1991) stated that of 10,516,399 arrests in 1990, Whites accounted for 68.96 percent (7,251,862), African-Americans 28.99 percent (3,049,299).

SO, 12 percent of the population is committing 29 percent of the crime (that get caught). That means each black person is getting arrested for 2 crimes while each white person is getting arrested less than .6 crimes. That ought to show you what you need to know.

But if you feel the need to have an explination. Poverty breeds crime, but further, when you grow up in broken homes, in a culture that makes hero's out of the dope man, people who fight the law you make criminals, no matter what their color. The welfare entitlement culture does not help this situation. When a man is measured by how many streches in prison he has successfully done...what do you expect to instill in the upcoming generation...more criminal behavior!

It is cultural that are actually causing the variance here, not skin color.
