Push in the paper clip, you might have to push fairly hard, and push the eject button at the same time. You might need to use pliers to push the paper clip.

Is this a PC or Mac?
If it's Mac
-good luck You have to open up the mac to get it.
If it's PC
-If the entire CD rom is covered by a fold down door you need to open that door up with a knife (This door is spring loaded and will want to close back up.)
Next to the eject button on the drive itself (Not the computer case) you will see a small pin sized hole push a paper clip folded out in there...and push it streight back. There will be some resistance. that is because you are dis engaugint the drive motor for the CD/DVD

Yes, that is the procedure. This, of course pertains to tray drives, not slot drives (where you feed it into a slot, versus placing it on a tray which goes in and out of the drive.) I would get one of the larger paperclips, straighten out two consecutive segments, maybe making a handle of sorts with the rest to make it easier to handle and perhaps stronger.
Then, ease it straight (straight is very important) into the hole until you feel the resistance. Next, just keep pushing forward until the tray "pops" open a little or fully. (If a little, open by pulling on the tray, straight back)
Now, as to why it got stuck, was it fully seated in the tray? Is it cracked somewhere? (potential physical damage to operator/innocent bystander)
Perhaps the software you were using was conflicting with another bit of software you had running. I've had it happen when my settings in DeCrypter were set to lock the drive in case something tried to access it while it was burning. I think I had RipIt4Me running and it saw that I put a DVD in my second drive so it tried to access both drives to see what was on them. This locked the drive DeCrypter was using. Had to hard boot to resolve the problem before I was able to change the setting.

Take a paper clip, push it in that little hole hard until the drive pops out. Basically, in that little hole is an eject button similar to the eject button on the old 3.5in. floppy drives. Don't know why they felt the need to conceal a button like that.
