How would you summarize what Chomsky believes about the way people learn?

He challenged the behaviorist theory on language learning. He showed that children have an innate ability to learn language. Because of the rules of language, humans are able to produce an infinite number of sentences, including sentences no one has ever said or that they have heard. All they need is a model to teach how the language is formed. It does not matter which language; if a Chinese baby is adopted by English speakers then that child will learn the language spoken to him.
All languages have underlying grammatical structures and the ability to learn this is something we are born with, or innate. The fact that children all over the world take similar steps in learning a language and that the same types of errors are always avoided supports the idea that language is innate.
