Literally, of course, the answer is no; but silence can be overwhelming.
Then again, at times it can be quite comforting.
I had a telephone conversation with someone close to me last night, and there were a few extended periods of silence that were not at all uncomfortable, but were in fact the long-distance equivalent of just sitting close and enjoying a moment of serenity.

Absolutely.
Silence can say so much more than words ever could.
It's like that quote that states silence means acceptance.
Basically, silence can mean anything in the context of the situation. So... one should be careful that they not only listen to the words coming out of someone's mouth but also what they do not say.
I don't know if I'm getting my point across as well I want to... but yes, silence can really be deafening.
