It would depend on the health condition of the person. Indoor swimming can be fun, light walks or strolls at a park, Tai Chi can be easier on the joints and has slower movements, walking older pets, or planting a garden (it keeps them moving and provides relaxation and rewards).

My great-grandma, GeeGee, is 80 something and she broke her hip & arm rolling over in bed.
If I had to design an exercise program it would be something they could do without a hole lot of movement. They could sit in a wheel chair and wheel themselves up small ramps *people behind them just in case*
I don't think there's a whole lot of average 80 yr. old people can do for exercise. I know my GeeGee can't do any.

It depends on their health. Perhaps some aerobics and light weight lifting.
