This is for my girlfriend that has a masters degree, she would like to teach in California, is a license required also?Please be as specific as possible,Thank you

You need a degree in education, a degree in a field such as English or science, etc. Once you complete student teaching you may apply for a license. The university can help you to do this.
Sometimes you can work as a long term sub if you have a degree but you must get a temporary license. Part of the process of getting a license includes an FBI background check as well as a check of your credentials.
