Would 110 amp arc welder good enough to repair steel railing? On the bottom of the railing it split. I was thinking of re-connecting it with 1/4 metal on each side. Is this possible? Dont have 220 amp and what would be better mig or arc. The railing is steel. tx in advance.

You never want to use an arc welder on a car or anything where you have thin metal at or below 1/4 --because of the impurities in the rods flux and the heat that will affect the surrounding metal.
both tig and MiG are perfect for this repair. you will want to use at least 100 amp 120 volt MIG welder( with a 30% duty cycle) --both Lincoln and Miller have great units. I would run .035 wire if welding 1/4 to 1/4 inch metal--or .023 if welding thinner metal to the 1/4 inch. The best gas to use is 75/25 argon/Co2. and not straight Co2 because it will cause over penetration of the weld.

After 40 years of welding using both arc and mig 220 and 110 volt welders. The 110 stick welder will hang with a 220 volt up to 80 amps at least the one i have does. now after that of course the 220 will surpass it because of the higher amps. But for welding 1/4 inch material i get the same penetration with a 110 volt turned all the way up as i do with a 220 running at 80 amps. Ive built utility trailers that are still being pulled without any breaking of welds. But as a previous commentor said you have to know what your doing also. I will be going back to a 220 volt welder here soon as im getting my tools replaced from a fire. Ive even built a Reese style hitch for the back of my pickup with a 110 welder(stick). pulled a 4000 pound trailer all over and no breakage of welds

I weld for a living. Depending on the size of you welder you may or may not. First judgment, I would not recomend it. Unless you feel that it will penetrate good enuff I would grind the two edges to a 32 degree angle so when you but them up to gether it looks like a V and go from there. 1/4 inch metal is a little thick for 110 amps. I prefer mig over stick but there are stonger rods out there for the stick, if you have enuff amps to pull them and it sounds like you don't. E 6013 3/32 would be a good choice if you had the amps. but stick with the mig and you probley get a better weld for what you are doing.

Yes, 110 mig welder would work if you know what you're doing. They'll weld up to 1/4" plate. Make sure you use CO2 gas with the welder.

I suggest a 155 amp welder, not only does it have a better duty cycle rating, but it will penetrate your material much better.

I like MIG because you can localize the work better, this means less deformation of the metal around the actual work area and the slag is not as ugly....big.
