Blood in the fins indicates a blood borne bacterial infection. This is probably affecting his gill function and causing the gasping at the surface. Remove him to a quarantine tank if at all possible. You need to treat the fish with both a medicated food with antibiotics in it (available from most pet stores) and a good broad spectrum antibiotic. I would suggest Furanase or Maracyn 2. Treat for 10 days and remember to remove the carbon from your filter during the treatment. I would not suggest treating an established saltwater tank this way but only in a quarentine tank as the antibiotic will eliminate your bacteria that form the nitrogen cycle.

First off, what is your water testing at? How about your salinity? How long has your tank been running?
It sounds like it could be a few things, how large is your filter? was your fish able to swim by the filter before when he was healthy? If not he could very well have internal hemeraging. Unfortunately if this is the case, he has to heal on his own. I would suggest either turning down the filter or putting your fish into a breeder net until he can swim on his own without being sucked back into the filter.
Also, has your tank fully cycled? and do you have live rock? If your tank is new it may not be totally cycled. If it is less than 4-6 months old, your fish could be suffereing from ammonia spikes. Without additional information it is difficult to pin point any diagnosis. Feel free to email me with the specifics and I will help you from there.

Check the pumps if they are alright.
Fish do this, if there is hardly any air in the tank
If its bleeding in the tail, no problemo
if it looks drugged,I'm sorry to say hes just a guest on this planet for about two days

Before you dump chemicals into your tank you need to know what is wrong with your fish. It doesn't sound like a blood infection. As MM stated, adding these chemicals will and sometimes does mess up your tank, now you have a tank full of sick fish.
Sounds like he was injured and has internal bleeding from your filter.
I agree with the breeding net. Give him time to recover on his own.

Have you put chlorinated water in the tank? If so put some dechlorinator . Sometimes you can put the fish in a bath of salt water - you have to use pure salt not table salt and you have to leave him in for about half an hour. Pure salt is Pickling Salt or rock salt - it has to be dissolved in dechlorinated water. Put about 1 part salt to 70 parts water.
