modernly, it all started with the gold smiths in medieval europe ... they held everyones gold and issued notes for the gold ...they soon learned they could cheat the system and loan out many more times the amount of gold they actually had in notes and collect interest on it ... the same concept of fractional reserve banking is practiced today fleecing the worlds population of their wealth .. and its even made the law of the land and they back up their loans with YOUR taxes ...
before modern times this scheme was run by the "money changers" ... they were known to be active at least as early as the roman empire ...

That sounds like a statistac that still has the prossibility to change in a short time. The short answer is WAR.
That other answer is GOD. One more would be FEAR of DEATH.
When you're rich, you're living with a false sense of forever because you have never lived in a venue of fear from starvation or death from bombs, you might however develop a fear of God and not knowing how to stop an internal war of fear from death because of greed. Who really knows at this point the earth is still a very young place. To say that wealth has been established and measured is not correct. I'm not wealthy but I can feel pretty damn rich sometimes. Likewise throw me into a pit full of ants and I won't feel like the king for very long. Everything has a relative value in this conversation. I like the question though, Keeps me going.

he blindfolds its judges.
If it is not he, then who is it?
