Sorry to say but yes it is.There was someone on the news that got cought in that mess i Ca.1st. they want you to send money so they are able to send you the amount they say its the tax on the money that you need to pat,These older people sent the money & never heard fromthem again.If it sounds to good sorry to say it usually is.
