Hopefully you have fixed the "I don't have renter's insurance" because I am sure the cost of the glass was the least of the financial harm you suffered as a result of the robbery. You have to read your lease to see what you are responsible for. A police report would have at least shown you were not at fault for the breakage but based on the terms of the lease , not being at fault may not make a bit of difference. If YOU are responsible for returning the property back over in the "same" shape that it was received and if not , the deficiencies are taken from the "security deposit" (taking into account normal wear and tear).
As far as his commercial insurance covering it... who knows. Most commercial insurance companies have a requirement for separate coverage for glass breakage and may also have a $500 or $1,000 deductible on it BEFORE they pay 1 cent. So even having insurance may not generate a covered claim for him. (Owners of rental properties do not get homeowners insurance on a dwelling not occupied by the owner so the rules are different... as well as the rates charged)

You are resposible because you paid to have it fixed. If you wouldn't have, you might've been able to avoid it.
You're too late to do anything now. It'll cost you more in time and money to fight it.
You should really look into getting insurance. It's cheaper than replacing windows and items that were stolen.
Maybe a lesson learned?

No his building insurance should cover it,or the land lord should pay for the window. The window is not your property, it is his.
If somehow you provoked the robery like selling drugs and having cash around then you could be responsible.

It depends on what state you are in. If you reside in either Arkansas or Mississippi then YOU are responsible for it. Otherwise, check the statutes. Some states are nicer to tenants than others.

It does depend on what state you live in. We have the "uniform owner resident relations act" and in my state the landlord would have to pay.
