That's easy to prove! You just trace the # and the owner of that # is responsible, generally. You can also use phone messages, witness testimony, etc. to identify the individual. It's not hard, and usually they're charged with "terroristic threatening". By the way, you can get itemized bills from ANY phone company, local or long distance!
