Perhaps because English is currently the most important language in the world. Though English is the second most spoken language in the world, it is used when conducting business on an international level, and, in many countries, learning English in school is compulsory. Because of this, English words can be found in Japanese lyrics, even when they're unnecessary. For example, in their song "Blues Drive Monster," the Pillows (band that did the music for the anime series Fooly Cooly) uses the English word for "hero," even when there's a Japanese equivalent (eiyuu). Since, though, Japanese is, on a worldwide scale, not an extremely important language (of course, to anime and manga fans such as myself, it's fairly important), it doesn't work in the reverse, so Americans seldom put words from other languages into their music.
I suppose another reason is because of the influence of Western culture on Japan. Ever since America forced Japan's borders open by sending over Commodore Matthew Perry, the Japanese have adopted some of the ways of the West.
Their music bears many similarities to ours. For example, there's Japanese rap, Japanese pop, and, as I recently found out, Japanese heavy metal, which sounds very much like what I think American heavy metal would sound like. Since they're influenced by American culture, I guess some figure that it would be cool to put English in their songs, and so they do. I suppose it's that American culture has seeped into Japan, and, as a consequence, they put English in some of their songs.

Actually, have you not heard English songs with some Spanish in it? We have plenty of Spanglish songs. In Japan, the whole English thing is cool. Kind of like most people (including myself) think that English songs with Spanish is very cool. By the way, I love the Naruto songs! :)

not only japanese though..
like almost all the nation..
i'd rather say asia the most..
(recently i heard asian songs with mix languages also Spanglish ones.. like Tu Amor..)
usually used in modern genre music like hip hop, R&B, rock, pop, etc..
because (maybe) it's cool and English is the first World Language....
but sometimes there's mix languages without English..
( I love Naruto theme songs!! )

I think it's kinda like saying "Comprende?" "Amigo" "De-ja-vu," stuff like that. Maybe they think it sounds good. Maybe this makes it popular with American or english speaking listeners. Personally, I don't think it's that bad. It's just music. ^-^
