my funeral home serves our cities poorest. some families have to opt for a cremation because they cant afford the cost of a burial. when making arrangements, families ask if there is an organization that can help them pay for the funeral. there is not. id like to set up some sort of fund/charity that can be used to help pay for final expenses for our families deceased. shall i contact a bank? a lawyer? is it a conflict of interest if im the funeral director and behind the "fund"

Yes.
In fact many of our Funeral homes (mortuary services) ask local churches for help when families have problems.
Charity take many form. Burial expenses are costly and sometimes trajedy strikes after prolonged illness has drained family income, some no insurance and some perhaps multiple deaths (accident like car wrecks). Time when local churches no matter the faith and other organizations can come to the aid of their fellow citizens...

use funeral home to help contact churches..and other organizations..
