The Library at the University of Pretoria had a similiar problem as well as the Engineering building that can be seen gently swaying in the wind. They have apparently taken corrective action and do not consider either to be a hazard.

Its the Curse of BOBBY KNIGHT...He gathered a coven of wicans to curse IU to never make it to the Final Four ever again. He cursed IU Football (not really its been curse since 87). But yes your library is sinking... all to the evil plan of Bobby Knight...Whad Up Knight!
