Yes BUT people under the age of 21 will not be permitted to purchase, use, and possess the substance.
It can be suggested that people over the age of 21 must first have a cannabis license (or something like that) before being permitted to purchase and use that substance.
Furthermore, people interested in selling the substance would also require a license.
Needless to say, it would be prohibited to drive and operate any machinery while under the influence of marijuana. It would also be illegal to use and possess such substance near children and minors.
Most cities can possibly limit the use of such substance to designated areas only.
We can and should legalize marijuana BUT regulate and enforce its use with the same type of regulations that govern that of alcohol, tobacco, and firearms.
On the whole, I believe that legalizing and regulating marijuana is more cost-effective than continuing to criminalize the substance.
The bottomline is, the war on marijuana is pointless and going nowhere. It is wasting the precious time and resources of law-enforcement agencies.
The U.S. government should and must spend more time and energy on the METH EPIDEMIC, which is gradually and inconspicously overrunning the country.

Hey, great idea. Instead of trying to control hallucinogenics, let's make them LEGAL, that way we can save a whole lot of money because we don't have to enforce a law that doesn't exist, and of course, nobody will ever be in jail because over drugs because drugs are LEGAL. Hey...how about this, too (if we're gonna make the fun stuff legal, let's not forget about getting to and from tha party). Let's make driving under the influence legal, too. That way, we can have less police, which will make our taxes go down (since we don't have to pay so many of them). Heck, it's not like all those people on the road are actually HURTING anyone...it's a victimless crime, right!!

Nope. Do you want to your airplane pilot to be smoking while flying, do you want your doctor to perform surgery on you while under the influence, do you want a doped up police officer carrying a gun?

I don't see why not...it's been used as medicine for thousands of years.
