Harriot Carter catalog sells a pole with several attachment heads for everything from dusting to changing lightbulbs. It's awesome, my boss ordered one and uses it all the time

I would get a painters extension pole and fasten the brush on the end of it. A pole should extend at least 10 feet, and the handle of the brush should be 5 feet and you can reach the rest. You could tape some heavy rod together too.

I would use 2 piecec of 6 ft 3/4 inch PVC with a rag tied on the end. That way you can seperate it and put it into the closet to put it away.

You can buy an extension pole at any home depot and if it is not quite high enough use a step ladder for extra height

Get one of those mylar helium balloons, tie it to a thread or fishing line, cover it with cheesecloth and spray lightly over the top with something like Endust. If you can see them, you can bop them with the balloon. If you can't see them, nobody else will and 17 feet is too far away to worry about it.
