Rhetoric does not sway intelligent people.

It sounds to me like you are trying to get answers for your homework. Please try to make it less obvious in the future.

John Locke described rhetoric as "the great tool of error and decent." Why would you want to influence others attitudes and beliefs?

Rhetoric plays on the things that concern people the most, like our love for our families, or our fears. They will try to make you believe that if you don't buy their company's security system, someone will come into your home and murder your family. Or if you vote for the wrong guy, you will lose your social security benefits and your children will be sent off to fight in a pointless war.

I'd say it makes people consider things they may not have even thought to question previously and possibly let the person you're trying to influence come to a conclusion on their own. imo.
