For most of China's history, outsiders have been looked upon as barbarians. The Chinese isolated themselves from the rest of the world to preserve their culture and avoid contact with these "inferior races." Kind of a bad idea, in hindsight, since it nearly resulted in China's division into protectorates and was an indirect cause of the Communist takeover. ^_^

The Qing Emperors received tribute from all parts of their Empire - Korea, Okinawa etc. The Qing Emperors did not believe they needed anything....this was one of the reasons that they scornfully dismissed the British attempts to establish trade.

However to say that foreigners were not allowed in China during the Qing Emperors is not entirely accurate. The Chinese did look at foreigners as barbarians and with a great deal of apprehension. The sense of insecurity really began with the British and other European powers trying to force China to open up and trade. The resulting Opium wars in 1850's did nothing to ease Chinese suspicions about foreigners - especially Christian missionaries.

But the Chinese were extremely tolerant of all religions allowing Catholics, Protestants, Muslims to settle within their borders. I

The late 1800's was a period of dynastic decline. Because of historical situations arising from the Opium Wars, the Qing Dynasty implemented many laws against foreigners. Mainly, they saw other people outside of China as barbaric and a threat to their traditional Confucian society. This was probably partially true, since many Chinese civilians died during the Taiping Rebellion (brought about indirectly because of western missionaries) and the Boxer Rebellion. China was laden with many financial and social burdens at the time... While the Western nations such as Germany, France, England and even Russia were putting greater pressure on China to allow uninhibited trade. So naturally they wanted to defend themselves from foreign influence. This of course was unsuccessful in the long run, mainly because the dynasty followed the empress Dowager who squandered money and did not follow some of her adviser's good advice.
