A 'lame duck' President is one who can no longer be elected and therefore is no longer beholden to their supporters. This generally weakens a president's ability to influence others. Of course, it also means that they can issue executive orders and make appointments without worrying about the personal politcal ramifications.

A "lame duck" politician is one who is serving a term of office to which he cannot be reelected. Thus, his actions and decisions do not have the weight they would have if he was standing for reelection. There is a certain lack of motivation involved, especially when the political party that official belongs to has fallen into general disfavor. Bush's lame duck presidency began when he entered his second and last term of office.

NOV 7 2006...Bush lost the majority of his corrupt party that has stalled investigations, this is what is meant by lame...he is rendered lame because he does not enjoy the majority support in the House or Senate.
Notice the headlines today the Democrats were attacking the Credit card company CEO,S and their corrupt hidden charges....where were the Republicans on this ...the last 6 years?
