The Oxford English dictionary to be precise. The large version... not the "Concise". But since the English language either borrows or invents language on the average of a couple of hundred a year, and many words fall out of usage and become " archaic" you will never be able to know them all...

You can get the Unabridged Oxford English Dictionary on CD. It cost a couple hundred dollars. This would be the closest to ALL the words in the English language.
I doubt that you will find such a list online.
