i have a problem with the pop up blocker it won't shut off?

Question is too vague, what popup blocker are you talking about, your operating system. Give more info.

Pop up blocker locations
1. Click on Tools...then pop-blocker
2. Click on Tools ..Internet options....privacy ...located bottom left.
3. Start...my computer....control panel....security center....internet options...click on PRIVACY in the internet properties box...block popups in lower left corner

this box appears to be the same one as in (2.) but has a different title.
