I just bought a 2nd hand little run around that has left in the sun as aposed to a garage therefore the roof is dull and powdery the lacquer can easily be scratched off with your fingernail do I need it resprayed if so how much am I looking at. Its a Barina hatchback, british racing green in colour, No other body parts seem to be sun damaged why is that?

It'll depend how hungry the body shop is you go to. The effected area needs to be stripped, primed and repainted with both base coat and clear. The peeling you see is not lacquer, but urethane clear. Either it's UV screeners have failed, adhesion to the basecoat has failed, repeated high heat/cool temps, or a combination of these. To do the job correctly you'll probably be looking at $1000,00 or so. I'll bet the cars interior is dark in color and it's set in the sun a great deal. Heat from the passenger compartment has probably had a lot to do with the breakdown of your finish. The trunk and engine compartment usually stay cooler as there is no direct sunlight heating up the area underneath the paint. Sometime engine heat will also effect the hood in vehicles that have high underhood temps. Usually, the trunklid is the last area to show signs of paint delamination. For the most part these issues have been resolved in newer vehicles (to the dismay of those of us in the repaint field......haha) Just remember, it's ok to haggle with the body shop a little bit.......and get more then one estimate!!

Ya know if it just a little runabout, if you leave it alone it will rust through. But if you go to the parts store and gat some fine snad paper and your color spray touch up, lightly wet sand the areas and spray lightly several coats until it looks covered. Let each coat dry well and you should have a pretty cheap fix. I am just guessing but a cheap US paint job can run 250 bucks. but it will last, at least for a run around

Yes. The paint is for all intents and purposes dead and decaying.
