or can it only be bottled water? aka dechlorinated

Any water that is fit for human consumption will be safe for your snake. All my snakes start off on water that has been sitting for at least 24hrs. & then gradually they are switched to plain tap water of the appropriate temperature.

it is better to give any snake dechlorinated water but you dont have to buy bottled just let some set in an open container for at least 24 hours then give it to the snake it will be mostly dechlorinated by then but if you do buy bottled get distilled its cheap like 75 cents at wal-mart
