I have to, otherwise it won't work at all. It freezes when loading windows. It's long story, need to reformat etc, but few problems with doing that right now,

It's the way a program sends the information from the PC to the printer. You will have to go to your Control Panel to change the settings. If you have to change the settings in the network then you have to do that in the other computer connected to the scanner.
You will have to be more specific about your hardware to get the full answer.

I didn't read your question completely before.
Boot your PC with a windows CD it will ask if you want to install a new version or if you want to repair the existing installation.

The guy above answered your question accurately. You can't fully run a computer in safe mode, that's the point of safe mode. It shuts off all unnecessary things (scanning pictures is certainly one) so you can boot up and diagnose problems. Fixing it is the only resolution, otherwise you'll be back here in a week with another thing it won't do.

Chances are very high that you cant scan in safe mode. Safe mode disables all but the very basic windows systems which includes most interfaces for that purpose.

Fix windows first and spooling will take care of itself.

have never tried to do this, and my scanner is a standalone so I cannot duplicate your problem, so YMMV.

Spooling is used for printing, not scanning, so this may not help. Since you are posting in the printers category, I have to assume this is a scanner/printer combo. Open the printers folder, right click your printer/scanner and select properties. Go to the advanced tab, and click 'Print directly to printer' This will disable the spooler. If that does not fix it, try this, in the printers folder, File-->Server Properties In the window go to Advanced tab, and uncheck log spooler events. This will prevent the error messages and it may allow you to scan.

You don't want to ever use your computer in safe mode. Safe mode is only there to help you troubleshoot specific problems. The scanner will work in normal mode.
