Everytime I call to vote for A. Idol does it count as sep. votes?

For example, if I call 20 times, does it count as 20 votes? Thank U!

Yes, it does.
It doesn't mean that 20 people have voted, just that 20 votes have been received.

I think that's how it works. the number of times you call equals 1 vote.
