I think this means the average person has "imagined" a better world than the one that we know of more than anyone can ever count. Human heart, as in a person hoping that there has to be more good in this world than there really is.â¥

The human heart is referring to mankind. Mankind has always dreamed of, or desired a world that is better than the one that we have. Mankind isn't satisfied with the way the world is, and desires something different.

It's like people thinking of heaven, like life is hard, but heaven would be a lot nicer. Nobody's been to heaven, but many people like the idea that there's something better than this life waiting after you die.
Or, like, people in refugee camps or slaves or somebody confined--they might dream of freedom, of being able to control their own lives. They might not know what it's like, but they dream that there's a better life than the one they know.
In this case, "fairer" means, like, more beautiful, lovelier, nicer. I don't think it means "more fair" like, in terms of justice or legality.
