Why is it considered a territory and not a state? What does this mean?

It is a commonwealth of the US. There are 4 in the mainland, Kentucky, Massachusetts, Pennsylvania, and Virginia. Also there is Peurto Rico, and the Northern Marianas Islands.

Territories and States have different rights and priviledges, and the best way to discover those differences is to open your Social Studies, or Geography books and read.
