What does the provision in R.A7160 means that boundary conflicts as much as possible must be settled amicably?

I just want to know the legal resolution concerning boundary conflicts between two or more barangays.

Boundary conflicts must be solved by the concerned local governments out of court. They must agree to divide among them the territories in question rather than undergoing the burdensome trial in court.

That means that arguments over borders... referred to as boundary conflicts.... must be worked out in a peaceful manner.

It means that physically fighting over a border is not they way to settle these dispute.
