You kill certain monsters in the Security Stronghold until they drop it. Minotaurs drop the Right Skull Half, Flesh Crawlers drop the Bottom of Sceptre, Catablepons drop the Top of Sceptre, and Ankou drop the Left Skull Half.
Careful though. The weakest Ankou are level 75. Also, in case you haven't noticed, it's "sceptre", not "ceptor" (Americans consider it "scepter", but RuneScape is run in the UK)

I still have my runescape account I quit awhile back.I did the thing.What you do is go to Barbarian Village and in the middle of the houses in the square you can climb down a rope.What you do then is fight monsters in each level and they do get higher in level until you get a piece of the sceptor.Then you find the way down further which is in each part and keep fighting until you get the next piece.I think there are 4 to 5 piece total for you to collect and only certain monsters in each part drop a sceptor piece.

Killing minotaurs in the Stronghold of Security will get you quite a few pieces, but it needs to be like the lvl 25 ones.
