Yes except for the unspoken rule in English... "Except when it's not".

One reason it's hard to learn English is that there are so many broken "rules"!

While the general rule is useful, there are a number of exceptions. Like leisure. And seizure. That's part of what makes English so hard.

No, because the "i" and the "e" are in different syllables!

"Sci" - "ence"

The "i" before "e" rule only applies when the "ie" makes one sound.
