as far as street smarts go, an 18 year old new yorker is like a 30 years old anywhere else
but if want a good standard of living and not to be flipping burgers, you need an education

Im turning 19 this year. I am an adult. But im not ready to go out; i feel the need of care of my family. If you are mature enough and dependent and financially stable, you should gave it a try with parental approval. Cos when you screw up, you can still go home. Where are you gonna live? Are u moving for college? Can i take care of myself? - These are the questions you should consider. If yes, then it seems like you are already to let go of friends and family.

that depends on your maturity level i know some full grown adults that couldn't hack it on their own with a doctorate degree but it will be alot harder with only a high school diploma so you would far alot better if you have that husler mentality also (and no i dont mean like a drug dealer)

Yes, if he has the money and common sense not to get into trouble. He will need money to start a new life and skills to get a job.

it really depends if you are willing to give up everything in your old life as in places and some friends. you could still keep in touch with friends but you might want to go back. just keep in mind that you need to be fully committed.
