The correct answer is Albuquerque, New Mexico.

Sure, Denver's population is greater than that of Albuquerque's (557,917 vs. 494,236 [2005 Census estimate]), but the elevation of Albuquerque is actually greater than Denver's (5,312 feet vs. 5,280 feet).
