Y we have 28 or 29 days only in Feb Y cannot we have these in any other months.......

An old Pope found the months of the calender = more than a year when spring started coming in January after the extra days started to add up. He had his guys make that year short so when they cut off the end of the year to catch up, they cut Christmas off the end of the year for the ones who got the news late (snail mail back then) that is why Feb is sawed off!
