Of course you can.
A number of raiding groups/guilds did break up with the expansion, but that's mostly a numbers issue. Prior to the expansion, there was a lot of "large group" content - 20-man dungeons like Zul Gurub, 40-man dungeons like Molten Core or Naxxramas... With the expansion, most of what's available is much smaller. There's a heavy focus on the 5-man dungeons again, with the (current) largest dungeon being a 10-man raid, Kharazan. Next up on the plate is the Black Temple, a 25-man instance.
So, there's still going to be raiding for the new stuff. Plus, you can certainly go back to cover the older stuff as well. But large-group (40-man) raiding seems to be less of a focus (at least, for the moment.)

You can still and always have been able to raid, what made you think they got rid of the raid system. Raiding is a must for certain dungeons like onyxia. now in the Burning Crusade the amount of players in a raid has been reduced for some instances, but nothing drastic to say raiding is gone.

You can still conduct raids on the opposing faction's cities. They have, in fact, eliminated 'dishonorable kills' from the game so killing quest givers and vendors is OK now.
They have, though, raised the levels of the guards on those cities, so now you will be facing 65 Elites instead of 55's. Plus the guards on the towns (especially in the newbie areas) are also raised.
So you can still raid, it is just a bit more difficult

you still can if you weren't able to then i better be able to solo molten core with my warlock plus i wish what my friend on there said hi was in a group for maraudon and he said sucks to be lvl 511 he really ment 51 but i wish i was lvl 511 lol be soloing the crap out of raid instances

Of course you can. Five 70's and I got together last night and kicked the crap out of Southshore for ganking our lowbie alts. lol
I'm sure they hated us, but they got what they deserved.
PLUS, it's acutally easier than before, no DKs (dishonorable kills) for certain guards and such.
Here's a great tip too: Kill their Flight Master.....Alli can come in, but they can't leave.. muhaha
