Wash your face twice a day with a mild cleanser and exfoliate with a face scrub 2-4 times a week to get of dead skin cells. Use Neutrogena's Oil Free moisturizer after you wash your face or use the scrub. Lastly, don't forget to use a sunscreen with a minimum SPF of 15 every day, regardless of the weather.

Take quick showers with warm water. Long exposure to hot water dries out the skin.
Use a shower poof or exfoliating towel with a moisturizing shower gel or bar soap to remove dead skin. (ex. Dove)
Use a scrub if needed for elbows, knees, etc.
Gently towel dry and apply body oil or lotion while the skin is still a little moist from the shower. (Neutrogena, Jergen's, Aveeno, Curel, etc.)

I use a body wash that exfoliates, then while I sit in the tub and let my skin dry off naturally I use lotion all over. For the face I have found Dove gentle exfoliating cleansing pillows. They are cheap and they work from the first wash.
Good Luck

If it's the skin on your body, try a sugar scrub. If it's the skin on your face, microdermabrasion twice a week and lots of moisturization!
