How do you get Jirachi from Pokemon Sapphire without trading from Pokemon Collisium?

Try using action replay. It cost like $15 though. I wouldn't pay that much just for a pokemon -.-.

There are ways of getting Jirachi without cheating and not using the Colisseum method you mentioed.

The one I know of is that you can download Jirachi to your game pack from Pokémon channel after you have progressed to a certain point in the game.

Other than that, you may have to use a gameshark or an action replay.

Well..........there is practically no way unless you use a action replay or gameshark.Few people have that pokemon. I used my action replay to get Jirachi on Pokemon Fire Red.
