I'd be surprised if there were any places where you can find free personalized magazine covers since that costs the maker money. But if you really want one, you can pay for one at these websites:

You can not get them for free--well, that really depends on your definition of free. You could try to barter with someone for a personalized magazine cover. While then you would not technically be paying cash for it, you would be exchanging a good/service for it.

I don't think you really can find any free magazines around here. Unless someone in your family works at a magazine store and can give you them for free.
