I want to know if chemical reactions result in a new compound being formed, or is it just a solution?

IN this case, yes.

NaHCO3 + CH3COOH => Na+ + CH3COO- + CO2 + H2O

The products are sodium acetate in solution, carbon dioxide, and water.

A chemical reaction will always end up with new products which are different from the reactant. In your example there would be new products formed. The vinegar and baking soda would be used to form these new products.

Vinegar (acetic acid - C2H3O2) and baking soda (NaHCO3) defintely react to form new substances
