13 is young but if you can't wait until after high school, you first need at least two excellent photos. Preferably one should be a full body shot and the other a head shot so that agencies can see if you are photogenic. You'll also need a contact sheet that has your photo on one side and your full description on the other side. eg. Height, color of hair, color of eyes, etc. New York is the best place to be although there are agencies all over the country. Then you have to make rounds to as many agencies as possible and leave the sheets if they ask. DO NOT PAY ANYONE WHO CLAIMS TO BE AN AGENT. If they like what they see agencies will take you on and book you for jobs, the clients pay them, then they pay you. If they feel you need better photos for your portfolio, they will refer you to photographers who are "testing", meaning they need new faces for their work and they will give you the photos free so that they can also keep some for their portfolio. DO NOT GO FOR THESE INTERVIEWS ALONE.
Have parent or adult accompany you to make sure the agency is legit and not one that will have you do porn or something awful.

Be careful. Most "agencies" are nothing but scams to take your money. If you have what it takes they pay you, not the other way around. Also do not pay for a portfolio. If you have what it takes they will build one for you.

Find a reputable agency and ask them if you can work in the industry. If they say no, you need to believe them for the most part.

To find a good agency, call radio and TV stations and ask them who they think is reputable.

If you choose to contact an agency, research them first. Never trust anyone that makes you uncomfortable. A good agent understands that you are a minor, and they will be dealing with your parents as much as they are you. Don't take your clothes off (you'd be surprised- I don't write this to offend you, but I've seen this many times).
Enjoy yourself, and try not to let the rejection upset you.
Have fun!
